[EAS] The Next Step

Now that we've (more or less) made it past the deadline we need to 
start working on the next step.  Amazing how motivated people can be 
when a gun is held to their head!

Having NWS on board IPAWS and CAP is critical, but since all 
emergencies are LOCAL, it is now up to the Public Safety community to 
use IPAWS.

Since each community is different and each state is different -- and 
I hope a lot more involved than the San Francisco Bay Area and the 
State of California -- there is no magic "one size fits all" 
formula.  We need to stop being engineers and start being public 
relations advocates.

Next week I will attend the Northern California APCO meeting.  (I go 
to them to represent clients in frequency coordination.)   And I will 
do my best to plant seeds of interest in that community.

The challenge is no longer to get your magic box IP address 
correct.   The challenge will be to get local Public Safety agencies 
to _use_ IPAWS.
