[EAS] FCC says: CAP-in, SAME-out

Just posted today is the last article in my AWARE Forum series on the new CAP EAS Rules.  It contains a summary of all the decisions that the FCC has deferred until after its complete review of the Nationwide EAS Test, as well as a collection of the FCC comments throughout the R&O indicating its views on the future of SAME (hint: the FCC's latest phrase is "CAP-in, SAME-out".)
