[EAS] Google public alerts from CAP

Google announced on its blog today it has integrated public alert 
information from several sources using CAP with Google maps.

Google doesn't need to follow either Part 10 or Part 11 of the FCC rules. 
So it has the flexibility to present alert and warnings however it feels 
is best for its users.  While Google omits some details, it also includes 
other more in depth information.  Its an interesting experiment in 
different ways of presenting information for use by the public.
