[EAS] What is the solution for the TTS problem?

What I find interesting here is that what is considered by the FCC
to be the core issue - that different EAS boxes reproduce TTS
differently - was well-known previously.
In fact, I recall several discussions on how numbers were "read" ...
and comments on local place names.
While this aspect of programming is beyond me, isn't this something
the manufacturers should have discussed among themselves and
with the FCC some time ago?
While "nine one one" and "nine eleven" are different, does the
FCC have in mind some specific instances where such differences
can cause a problem? (Those of you working closely with the
FCC may have a clue??)
Perhaps the manufacturers should come together and file
a united statement about the issue and who to resolve it?
Otherwise, the rest of us are left just hanging out here, knowing
things move slowly inside the Beltway, and wondering if/when/how
the issue will be resolved and whether it affects the June 30th date.
