There is at least process here for the FCC to obtain feedback, and act
accordingly, if it so desires. However, the process might not work as
speedily as some desire.
I'm fairly optimistic that the FCC could reconsider this ruling on TTS
conversion. And, I have it on authority that at least one Federal agency is
currently starting to work on its response (exparte and/or petition).
The TTS prohibition would take effect 30 days after the 5th R&O gets
published in the Federal Register (usually within two weeks, so could be any
day now). A credible exparte argument could get an FCC response within that
30 day window. The Commission might need to look towards a petition, on
procedural grounds.
So while I'm optimistic that the TTS prohibition may be reconsidered, I'm
also thinking there could potentially be a gap of some period between when
the rule takes force (30 days after publication) and when a revised
rulemaking takes effect.

Harold is correct. The 30 day reconsideration clock starts when the item is
published in the Federal Register.
Lots of other things can happen outside of that timeline.
The FCC released the Fifth Report and Order on Jan. 10 and it has not been
published in the FR as of today, Jan. 18.
