[EAS] Best and Worst of New CAP EAS Rules

I'm all in favor of someone with little to loose or a whole lot to gain 
by "beating on the hood" at some very public seminar with FCC staff 
panelists. Granted, anything/everything said will be exparte of course.  
But there is something to be said of shaming them into at least 
providing some insight as to why the brakes were abruptly thrown on like 
they were.  I stand by my previous comment of there is something deeper 
going on....  And I'm by no means a conspiracy theorist or monger.

I also concur with the "Why are we spending all this unfunded mandate 
money on what is now a partially crippled piece of equipment?" question. 
FWIW, our boxes are still sitting in storage and we're still using our 
1822's. And will be for another couple months until some of the dust 
settles and we only will do one firmware blast before installing. Why 
should I waste a day every other month to "fix" already working boxes 
when another "fix" is around the corner.  It's almost as bad as 
IBOC....or Windows.
