[EAS] Best and Worst of New CAP EAS Rules

Just out of curiosity, would a forwarded CAP message which did not contain an audio file contain the 8 second dual-tone attention signal as well, or only the SOM and EOM tones, or would the presence/absence of the attention signal be determined by a field in the CAP message?
