[EAS] Voluntary Local EAS Carriage: Can We All Take Two Steps Forward?

One comment regarding your posting.  You mentioned "Codes for local high 
risk, high probability...".  While the reason for the "local high risk" 
codes are evident... why the concern about restricting it to "high 
probability"?  If it is low probability, but still high risk... why 
shouldn't that also be aired?  The very fact that it is low probability 
means it is unlikely to have an adverse affect on broadcast air space.  
The fact that it is "high risk" is why it is worth interrupting our air 
space in the first place.  Am I missing something in your reasoning?
