Considering the serious computing power these days floating around at several government agencies, they'd have a hand-me-down program. It doesn't take much to make a network like IPAWS, you could do it on a handful of HP DL140's at a main data center, some form of SAN storage for message retention/logging, (or even local storage, just some form of redundancies and backups, onsite and off) and a few "backup" locations using a similar server set scattered around the country. DL140's can be had off-lease for around $200 a pop. Add in some government fiber backbone bandwidth, and a few other links for redundancy and fail-over, and here you have a pretty decent network on the cheap. 

A guy could make this on a weekend with about $2k in hardware.
