Sounds like they're all in one basket. A single DSL line, a stack of spare servers, and fresh-out-of-college IT guys (not professionals, no professional would've EVER done this at this time frame).

Shows just how serious FEMA and the Feds are about this without actually knowing what they're doing. 

I've seen high school kids run a better network honestly. I hate to be so harsh on this, but this has gotten to the point of laughable ridiculousness. I can't take the system seriously at this point.
