[EAS] EAS feed outage

EAS Participants,

This message is to confirm that the IPAWS EAS feed went down for about 1 hour beginning at 4:15 PM Eastern and came back online at 5:15 PM Eastern.

The problem arose when performing a routine "rolling restart" process.  This should not have resulted in an outage, but the servers or EAS processes did not come back online as expected.  FEMA IT Operations manually restarted the servers which resolved the issue.  At this point I have no information about why the servers or the EAS processes did not come back online.
