This scenario isn't an emergency. It's a nuisance. Sure it's a big nuisance. But no different than a tanker overturning on a major expressway into a metro and shutting that 6 lane highway down for all commuting from outside to downtown. Traffic nightmare, but not an emergency.
Now...If the tanker over turned in town and threatened the downtown with an explosion requiring evacuation, that would be an emergency.
That said, micro-targeting for emergency message dissemination isn't the best example for this potentially very useful technology in rural and terrain challenged areas. But not metros.
Let me also add, we tried geo-targeting on a trimulcast and it didn't really work out. It was a logistical mess. If it didn't work on full power stations, what's to say it will work in highly targeted micro-areas.
