Strange as it may seem... my understanding is that the FEMA server does 
NOT distribute national (EAN) alerts!  Essentially, FEMA's server just 
forwards LOCAL/State alerts!  For states that have made their own 
arrangements for a CAP server, the principal virtue of IPAWS appears to 
be making CMAS possible.

The local nature of IPAWS hadn't been my understanding going into this 
CAP process. But... it is what I now understand to be the case due to 
technical limitations of IPAWS/CAP as it now exists. Hopefully that will 
eventually change, as it would provide an alternative to relying on the 
PEP system.  Still, the scenarios where an EAN would be useful to the 
public seems pretty limited compared to the routine local uses of EAS (& 
CMAS).
