assignments as required by part 11 because of difficulties getting
signals from elsewhere.

All this talk about PEP's raises a question in my mind. In my state, the
PEPs are two 50 KW AM broadcast stations. However, the state EMA's first
point of contact in the EAS chain is a powerful FM station in the state
capitol. Our plan allows for messages injected at that point to ripple
outwards to all EAS participants. That path gets tested twice a year via
a statewide test.
It would seem that problems monitoring a PEP for national messages would
have been addressed by the requirement to monitor FEMA's server.
So, when someone speaks of issues hearing a PEP, is this in relationship
to receiving messages originated only at a national level, or a state
level?
