Since the NPR link worked perfectly and KCUR was transmitting the national test before the LP1/2 in Kansas City, KCUR status was changed to PEP1. In the plan KCUR is an alternate monitoring assignment to the PEP -WHB.

The National test was a valuble test for us, it proved the the LP1 (NPR) can lose a transponder an hour before the test. It sharpened up our communication skills calling up the line to see if we missed it. No joke, a copy of the state plan should be on every studio bulletin board, and the contacts should be up to date.
Last question, who is driving the EAS train now ? FEMA, FCC, DHS ? It seems the FCC is doing what they do best, following the rules to the letter without interpratation, as they should.
