Hi, William-
To the best of my knowledge there was never a plan to include CAP in this first test that was promoted from the start as a benchmark- even before the postponement of the CAP deadline to June 30. As I said in my Forum posting this test should have been done a decade ago. As far as who is driving the process, my personal belief/hope is that this issue will be clarified in the final version of the Part 11 re-write.
