Tom,
My reading of the rules (I am not a lawyer, you should check with
one) is that, for RMT
"Analog and digital class D non-commercial educational FM, analog and
digital LPFM stations, and analog and digital LPTV stations are
required to transmit only the test script."
As in simply read the monthly test script on the air. Since you
already have a CAP capable ENDEC, you can just hook it up in the
audio chain and just let it do its thing, and every other month when
the RMT is sent at night, you can read the script the next day.
Or, you can put the ENDEC in a mode where alerts will be held if you
are off the air at night. An RMT is specially held past its
expiration time, so that it will play when you are back on the air.
This is controlled by a GPI - you ground it when you are on the air,
and let it float when you aren't.
