Can you do that with a decoder-only EAS unit? Low Power FM's are still
allowed to use those...theoretically, all an LPFM station has to do is run
the audio or read the text, without the tones so there's no need to
originate an RMT.

Surely the test would be expired by then!
Or are we talking about Tom taking the audio from the original message and
inserting it into a newly-originated RMT at (or near) sign-on?
Secondly, what if it was a real alert instead of a test?
