[EAS] Is IPAWS down?

It does tell you something, but it isn't definitive.  You can have 
routing or DNS issues that will allow the ENDEC to send email 
(especially if you are using a mail server on your internal network) 
but not allow you to get to IPAWS.  I had this happen in June - my 
ISP's DNS would not serve up an address for apps.fema.gov for several hours.
