[EAS] Is IPAWS down?

Maybe FEMA is just trying to ease us into not getting IPAWS alerts at all?
So IPWAS goes off line and your EAS box sends you an e-mail alert that it can't connect to IPAWS.
Doesn't the fact that you get the e-mail tell you something, diagnostically?
