[EAS] IPAWS CAP Weekly RWT Tests Status Update

Thanks to an inquiry from a radio station owner in Guam we discovered an issue with the IPAWS CAP weekly RWT testing routine.  The local clock in computer running the "chron job" originating the RWT CAP messages was not referenced to an NNTP source and was running fast.  This has been resolved and manually generated "catch-up" RWTs have been issued for Guam, CNMI, Atlantic and Eastern Time during the 11 AM (EDT) hour.  We expect the rest of the RWT routine to run as scheduled.
