[EAS] Very basic question on documentation.

Please pardon my asking such a simple question but, I have a new client who
is asking for "basic proof that the FCC requires us to upgrade to this new
EAS system".

I know that we all have access to reams of documentation that we are all
able to read and to understand but, I am in need of something that will
hopefully be only a few pages in length and will not be too daunting to
someone who doesn't want to read any farther than the first "wherefore",
"therein" or "IP range" statement. What I really am in need of is something
that says something to the effect of: "We, the FCC, have determined that we
want you, the licensee, to purchase a new EAS system before June 1st, 2012.
If you do not do this, we will visit you and we will take away all of your
money." (Not exactly worded as it should be but, you can get an idea of the
simplicity I need for this so that these people will get the idea that this
is a VERY serious thing and that I am not "just trying to spend money that
can be saved".)

Does such an overly simplified document exist anywhere from a source that
will impress upon these people that this is not just an attempt at "robbing
the bank"? (We're talking about stations that want to pay $35 for an
emergency response that requires $50+ in gas to get to the site while
pretending the return trip doesn't exist.)
