[EAS] Approving State Plans

The last time I did this Frank Lucia was still 'running things in WDC'
Frankly, I don't know who at the FCC is performing this task these days.
If you find out, let me know. The latest R&O and related rules are,
again,
Pretty lacking re. these organization/structural issues.

Months ago we submitted a revised State Plan to the FCC. How long should we
wait before distributing the plan to the EAS Participants in our state? The
primary change other than some house keeping on that plan was accommodating
Governor-Must-Carry and CAP. So of course, we now have a NEWER State Plan
that drops the GMC stuff (and does some more fine tuning) that will be
submitted as soon as I get signatures wrapped up.
Obviously it is problematic to distribute to a State Plan to our EAS
Participants if the FCC won't recognize it as valid... but it also is
problematic having an outdated plan out there for no reason other than
waiting indefinitely for approval.
Since this is my first (and about to be second!) round of this State Plan
revision process as SECC chair, I'd like to know what you'all suggest.
