[EAS] Approving State Plans

Dave/Everyone:
The FCC has given us no guidance on their plan approval process, much less a timeline for plan approval.
As several Commenters in 04-296 proceedings have pointed out, including the BWWG, it is impossible for the FCC to approve plans until all Part 11 provision that might change take effect. As you know, the FCC just issued their Fifth Report and Order on 04-296. In my personal crystal ball I see a Sixth R & O, and maybe even a Seventh or Eighth before they have enough done so they can approve plans.
The BWWG will shortly have a sample state plan based on what we know now about CAP, IPAWS OPEN, and other terms of the Fifth
R & O. We suggest when we release it, that NASBA and the SBE distribute it, respectively to state associations and SBE chapters.
