[EAS] State Plan Mapbooks

Does the FCC require LECC's?  Some states have few or none.  

Are you saying that IF a state has any LECC's then the state plan has to
have a mapbook? 

When does a couple of meetings with a preliminary local plan become an
LECC?  Perhaps when the SECC deems it so. What if the LECC is
multi-state?  Do both (or all) states have the LECC in their mapbooks?

What about when an LECC stops meeting and the plan is out of date,
should they be taken out of the mapbook?  This is all voluntary so
nailing the jello can be tuff. 

I wonder if the LECC plan should be part of county emergency plans.
Somehow make EAS a standard part of what Emergency Managers include, not
a separate document.  I think CAP is helping EMs think more about EAS
(and CMAS).  

Some counties might be part of more than one cluster of broadcast
stations.  Then they have multiple LECC plans to include in their county
emergency plans.

stitched together.

We are looking for best practices on how to compile map books for state
plans. If any of you relied on your state emergency management partner
to create the map book for your original plan, and will do so for your
re-write, please let us know.

If anyone has software that might help with this that does not cost two
arms and a leg, that would be good information to get out to the group
as well.

I wonder if Google might have a low or no cost solution that could be
used. If anyone has thoughts on that, please chime in.
