[EAS] Class D origination

While there is conflict between the two sections cited, there is one 
point that can simplify the decision.  If the station EVER runs 
un-attended, then it has to use a full-blown EAS box that is inserted 
in the program line.  The rules DO make this point clear.  It's 
pretty hard to find stations that always have an operator on duty these days.
