[EAS] Class D origination

Given the recent flap over the LPFM that did not did not
shut down in time...where one of the citations was for using
equipment that was not "type accepted" as opposed to "type
certified," there appears to be, unfortunately, only one
answer.

(In that case, the complaint was that the LPFM was
interfering with FAA traffic. They used a QEI exciter and
P-Tek amplifier.  Now,if this had been a 100 watt
translator--or even a class A on a mountaintop
somewhere--there would not have been any requirement for
type accepted equipment. But the LPFM rules are just
different...  And the enforcement goons only care about the
money.)

Given the choice to either get a CAP add-on (running in the
grand range) and using it with the original EAS decoder
equipment, or getting a new CAP encoder/decoder in the 2K
range, there doesn't seem to be much choice.
