[EAS] FEMA and IPAWS OPEN Server

The the NAB Radio show, they reiterated several times that they still intend to bring IPAWS online operationally by the end of the month.  On Thurs, I'm at a roundtable that includes FCC and IPAWS staff - will post a followup if I hear anything different.
