[EAS] Government assistance

Reminds me of the old saying about the left hand not knowing what the right
had is doing, despite being connected to the same body   
I belly ached on a FEMA conference call about the goal to force the purchase
of new CAP Capable EAS equipment prior to the FCC having Rules for them -
and - prior to having anything to connect them to...(They were not amused)

I have three comments:

1.  You are not alone.

2.  When you hear "We're from the government and we are here to help you."
run in the opposite direction.

3.  I wish Stan Harter was still around.  (Now SK, he coordinated EBS with
the State of CA OES.)
