[EAS] Government assistance

I miss Stan Harter...what I didn't learn about Civil Defense and Emergency
Management from my father, I learned from Stan. Uncle Stanley not only fixed
EBS in California, he developed Civil Defense for Hawaii. Those two men have
been the Lodestar's of my life. I'm sure they're together somewhere having
cups of bitter, black coffee, comparing notes and overseeing disasters from
on high.

Edwin and Edward,

I have three comments:

1.  You are not alone.

2.  When you hear "We're from the government and we are here to help 
you." run in the opposite direction.

3.  I wish Stan Harter was still around.  (Now SK, he coordinated EBS 
with the State of CA OES.)
