When I was the emergency liasion for southern Maryland, the late, great then Maryland Emergency Mgt Liasion Morris Blum, explained government service to me.  I have found him to be spot on.  It works like this.
 
We have neither funds nor authority to do anything.  But, we are expected to do something.
 
When someone has a problem, take their name, promise to look into it.  Do not promise a response.
 
When they call back in 3-6 months, give them the name of an office, not a person, you kicked it upstairs to.
 
When they call back in another 3-6 months, tell them you will find out where that report is.  You might even have a name of someone at that office, preferably someone who has left.  Give the name if they push.
 
So far, you have put them off a year.
 
When they call back in another 3-6 mos, you tell them you have the report, you are verifying some things and preparing a response.
 
Another 3-6 mos. goes by, administrations change, they call back, and you can use that excuse.
 
So, over the course of two years you have served the public without spending a dime or doing a damn thing. And we thank you for it.
 
In two years you get promoted to the same job and the same pay, which is nothing.  We appreciate your continued service.
 
No one in government is accountable for anything except keeping their job, which usually means not doing their job so there is no risk!
