[EAS] CAP deadline

I think the consensus is that the FCC is not going to extend the 
deadline.  There is simply no good reason for them to.  The 
requirement for new equipment was publicized for years, and there 
will be complainers no matter when they set the deadline. The time to 
order the equipment is now.
