[EAS] Cable TV Problems

In previous emails I have called for a rule change to include channel exclusion as a catalyst to get the process started. But at the same time, I would prefer not to burden our brethren in the cable industry with additional EAS regulations.  In a perfect world the situation will be voluntarily addressed by the cable industry.  Is anyone in the cable industry actively working to develop an industry standard that includes channel exclusion?
