[EAS] Should the RWT EAS Code be abolished? II

Please go back to both the archives for this list, the EAS Forum website, and what the Broadcast Warning Working Group filed for Comments with the FCC. There's plenty there about Internet reliability (rather lack thereof).

My recent post outlined several options so Local Relay Networks can distribute CAP to get around the liabilities of the public Internet.
