useless as is. First, local stations should not originate
real EAS alerts. Not only should this be the EMs place,
but current staffing practices make it unlikely most
local stations could originate, in the case of a real alert.
Testing the automation is useless.
Until and unless there is a procedure in place to
monitor each station, it does no good to
simply have stations fire them off. There is
plenty of evidence of stations reporting RWTs
when nothing at all was actually broadcast,
due to a bypass, for example.
Increase the RMT to a three-week cycle, perhaps,
but kill RWTs yesterday.
