You are correct. There are several brands of consumer-grade receivers that detect S.A.M.E. (a.k.a. EAS protocol) and RWTs.

IIRC, there was at one time some discussion about including SAME decoding in consumer radios.  No?  That would be the reason to have the local station send a RWT.  Just like the NWS does.  It would test the
