[EAS] Should the RWT EAS Code be abolished?

IIRC, there was at one time some discussion about including SAME 
decoding in consumer radios.  No?  That would be the reason to have the 
local station send a RWT.  Just like the NWS does.  It would test the 
***public's*** radios.
