Wayne - 

You  made a clear distinction between the Federal System and the one in your
state....You use 
Your EAS system and likely test it frequently....The Feds, until recently,
never used nor tested it.

Perhaps now that everyone has been rubbing the federal nose in what it left
behind this last week....
They too will do what we all have to do to keep our systems working and
viable?
