I didn't suggest otherwise.  The FEMA CAP/IPAWS system is still in it's 
embryonic stages.  Plus many states don't have plans for CAP servers.  
My guess is the FEMA system will be the **only** system and the states 
will feed up as opposed to feed down.

Your comment about changing levels of support and firmware is but one 
reason we forewent the installation of the new boxes.  There is simply 
too much in motion.
