At TFT we also have the capability to process a Governor's Must Carry message on a Model 3320 CAP-to-EAS Converter and output EAS protocol to air. No one manufacturer has a "lock" on being able to process such messages and is not a justification to eliminate CAP-to-EAS converters from the system that is already in place.

Not necessarily.  Comlabs and Digital Alert Systems have already tested the GMC capability directly, i.e. can be supported directly through a "native"
state CAP system, and not necessarily gated through IPAWS.

Also, please bear in mind that the GMC/GMA capability is "lost" when downconverted to EAS FSK tones.  Legacy EAS does not support the CAP GMC capability, so it would not flow through the LP1/LP2 broadcast relay.
