[EAS] Was NPR Cue Channel Distorted?

More questions than answers...
Did FEMA somehow originate at least two EAN's at the same time from different sources?
Would this account for some "usable audio" vs totally unusable?
Could it also account for the multiple data burst heard throughout the test audio?
Did they have endec # 1 sending an alert and endec # 2 listening to # 1?
And also then endec # 2 sending an alert and endec # 1 listening to # 2 and all happening at the same time?
Or at least was the originating endec listening to itself?
