[EAS] Was NPR Cue Channel Distorted?

The quality was great.  The problem was most stations adjusted audio levels based upon the headers during tests.  The FEMA voice audio was 8 dB or so hotter, which could easily overload an input.  It would be nice to have some compression and limiting on it to keep the levels stable.
