[EAS] Links to FCC forms 2 and 3

In order to get into Form 3 you need the facility number for
the station.  If you filed a form one then the form 3 will
open once you enter the facility number.

Note that Form 3 requires the entry of the FRN (Federal
Registration Number).  Yes, I know, it says it is optional.
You get an error message if it is not there.  (If you put it
in the "form 1" it may automatically fill in when you call
up form 3).

Easy way to find both the facility number and the FRN for a
station is to go to FM query at FCC.Gov. & bring up the full
listing for the station, which will show the facility
number. You can then click on the link for "application
info" which includes the FRN.
