I think a lot of things should be on the table as a result of the test yesterday. One challenge is that some features designed into EAS devices to prevent some problems can cause others. That's a challenge we all face whenever any of us design broadcast systems.

My 2 cents: Preventing spurious headers from getting to the PEP stations may turn out to be an easier and faster solution.
