[EAS] EAS Sortware

A question that has been in my mind for a while is since the government
requires and specifies EAS, do they or why didn't they supply the core
"decision making" code to the manufacturers and allow them to process the
audio and put a front end on it. Then, it seems like the system would be
more consistent from end to end.
