Dan,
Look at my earlier comments on the NWS. I included reference to using
major networks as a relay tool. EMF was specifically mentioned given
the sheer number of owned stations fed by satellite and the fact you use
a bird different than all the other networks. That alone is a point of
redundancy.
The challenge is getting rid of the local daisy chain relay system while
keeping connection with local/state agencies.
