[EAS] DC FIPS code

There is NO need to include the Washington DC FIPs codes on any TFT,
SAGE, DASDEC and others equipment. The fact that the header says EAN is
enough for the endec to forward the alert.

This latest thread confuses me. I was under the impression from day one
that we needed to include the DC FIPS code in our endecs (I'm TFT here,
with v.87.2.EN firmware). I recall a great debate over this specific
thing. I was planning on removing the DC FIPS code from my units
post-test, but am I to understand that they shouldn't be in there at all
now?
