[EAS] An idea for the montly test

In Illinois, the state and only the state initiates the RMT EXCEPT 
around the Chicago metro where the City of Chicago and Cook County 
rotate the duty with the state quarterly.

The same state origination also occurs in Indiana. HOWEVER, we have seen 
some LP's re-originate the test because the daisy chain audio is so 
badly mangled after 5 on-air relays.

I concur there should be a national RMT at least annually if not 
semi-annually. Practice makes perfect...or at least proficient.
