[EAS] An idea for the montly test

I absolutely support the idea of a regional monthly test.  I also 
absolutely support the idea of a regular (twice a year?) national test.

I learned in the US Navy that to do something without thinking 
requires drill.  Lots of drill.  But when you're up to your nostrils 
in cold water you don't have the time to read the book.

If I were made Emperor For Life I'd mandate that the RMT be 
originated from state and local OES except when it is originated from the feds.
