[EAS] National Test Length

Please correct me if I am wrong but wasn't the main reason the national test
was 2 minutes plus to determine if EAS units would time out after 2 minutes
as they do with other audio?

I'm certainly not in favor of 3 minutes of blah blah blah from some
nameless, faceless bureaucrat, however shortening the test seems to defeat
one of the legitimate reasons for doing it in the first place.

Does ANYONE in DC know their butt from a hot rock?
